    Thanks to Ahlfors to bring this to our attention, I think it deserves more attention as it yet another official recognition of LENR as a valid field of Research in Need of funding and further development.

    Low-Energy Nuclear Reactions Workshop


    October 21-22, 2021

    The objective of this workshop is to explore compelling R&D opportunities in Low-Energy Nuclear Reactions (LENR) [1], in support of developing metrics for a potential ARPA-E R&D program in LENR. Despite a large body of empirical evidence for LENR that has been reported internationally over the past 30+ years in both published and unpublished materials, as well as multiple books, there still does not exist a widely accepted, on-demand, repeatable LENR experiment nor a sound theoretical basis. This has led to a stalemate where adequate funding is not accessible to establish irrefutable evidence and understanding of LENR, and lack of the latter precludes the field from accessing adequate funding. Building on and leveraging the most promising recent developments in LENR research, ARPA-E envisions a potential two-phase approach toward breaking this stalemate:

    1. 1. Support targeted R&D toward establishing at least one on-demand, repeatable LENR experiment with diagnostic evidence that is convincing to the wider scientific community (focus of this workshop);
    2. 2. If phase 1 above is successful (metrics to be determined), support a broader range of R&D activities (to be defined later) toward better understanding of LENR and its potential for scale-up toward disruptive energy applications, thus setting up LENR for broader and more systematic support by both the public and private sectors.

    For the purposes of this workshop, LENR is defined as a not-yet-understood process (or class of processes) characterized by system energy outputs characteristic of nuclear physics (typically >> 1 keV/amu/reaction) and energy inputs characteristic of chemistry (~eV/atom).

  • Well done Sheena Goodyear. I consider the planet Earth to be electric due to the rotation of the plasma core, which transmits rotation to the geospheres. The rotation of the geospheres gives electricity and everything is done in the Earth at the expense of electricity. Oil, gas, water cool the Earth and the Earth has a constant temperature where it does not exceed 600 degrees C. And the earth gives electricity to the universe and it spins in this universe obeying electromagnetism!!!

    The commercialization of a heating device that uses heat from transmutation is imminent. On September 28, new energy-related venture company Clean Planet (Chiyoda-ku, Tokyo) and Miura Co., Ltd., a major boiler equipment company, announced that they have signed a joint development contract for an industrial boiler that uses quantum hydrogen energy.

    L’administration américaine comporte de multiples agences fédérales.
    L’une d’elle s’occupe de l’énergie : Department of Energy ou DOE. En 2007 une nouvelle
    antenne nommée ARPA-E (Advanced Research Projects Agency-Energy) a été crée pour
    promouvoir et financer les projets innovants sur l’énergie. Depuis 2009 ARPA-E a déboursé
    2930 millions de dollars pour soutenir 1270 projets. Avant de décider de financer des projets
    l’agence exerce une veille active pour identifier en amont les domaines de la recherche qui
    pourraient émerger. C’est ainsi que les LENR (RNBE) sont apparues comme un sujet digne
    d’intérêt. Ou plus exactement digne d’un intérêt renouvelé, puisque le sujet avait déjà été
    évalué par le DOE en 1989 puis en 2004 à la demande d’universitaires. A l’époque il avait été
    conclu qu’il n’y avait pas suffisamment d’éléments probants et décidé de ne pas investir
    d’argent fédéral dans ce domaine.
    L’attitude a bien changé car c’est maintenant l’ARPA-E qui a pris l’initiative de revisiter le
    sujet. Un atelier s’est tenu en virtuel les 21 et 22 octobre 2021. Plus d’une centaine de
    participants (dont beaucoup extérieurs aux Etats-Unis) ont été invités. Le but affiché de la
    démarche était d’identifier au moins un montage expérimental capable de fournir de l’énergie
    de façon irréfutable, sur demande et reproductible. Ceci est considéré comme l’étape
    indispensable qui permettra d’engager le financement de la recherche, d’attirer les
    universitaires et d’initier le développement. Si cela est obtenu ARPA-E prétend pouvoir
    engager environ 10 millions de dollars dans les 2 prochaines années, voire 30 millions de
    dollars dans les 5 prochaines années, sans compter les apports des investisseurs privés. Nul
    doute qu’il y en aura.
    L’ARPA-E ne considère pas que les explications théoriques soient prioritaires. Si une
    expérience fonctionne, alors on verra les théoriciens prendre le sujet en charge. Elle reconnaît
    toutefois que l’acceptabilité du public passera par la compréhension des phénomènes et
    l’acculturation du public.
    Lors de cet événement on a donc vu les différents acteurs américains présenter leurs résultats
    passés et décrire ce qu’ils souhaiteraient voir financé pour aller de l’avant.
    Parmi les invités on a pu noter l’absence d’acteurs qui prétendent pourtant être bien avancés,
    notamment Black Light Power.
    Quand on connaît déjà les publications existantes on n’a rien appris de neuf. Le sentiment est
    que les chercheurs américains actuels piétinent et ont peu de résultats nouveaux à montrer.
    Google a doctement répété qu’ils n’ont pas vu de production de chaleur mais qu’ils ont
    développé une vraie compétence en calorimétrie.
    L’université du Michigan développe un micro-calorimètre.
    L’université du Texas travaillait dans le plus grand secret. On s’aperçoit aujourd’hui que leurs
    efforts n’ont débouché sur rien. Ils se disent prêts à collaborer avec qui voudra. Ils disposent
    de calorimètres de précision ainsi que d’un spectromètre de grande précision.
    Brillouin a montré ce qui est déjà visible sur leur site internet. La génération de chaleur est le
    double de l’énergie absorbée au réseau. Ils ont vendu 4 licences au Canada, Corée du Sud,
    Australie, Nouvelle Zélande. Le premier marché est la production d’eau chaude mais des
    objectifs beaucoup plus ambitieux sont envisageables. La NASA a repris les expériences de diffusion du deutérium dans les alliages palladiumargent et a publié. Des réactions sont provoquées par une irradiation gamma de titane chargé
    en deutérium ainsi que par le chargement alterné dans un plasma d’un empilement de disques
    de nickel et de silicium. La NASA semble être la seule agence fédérale qui a poursuivi des
    travaux d’envergure limitée mais avec persévérance.
    On pouvait ressentir dans les esprits le poids de la méfiance générale, voire de rejet qui a
    prévalu dans notre domaine durant les 30 dernières années de la part de la communauté
    scientifique, de l’office des brevets (USPTO), mais aussi disons-le du DOE jusqu’à une date
    récente.
    L’ARPA-E est pressée maintenant par sa maison-mère (DOE) d’identifier de nouvelles
    sources d’énergie propres capables de contribuer à la maitrise du changement climatique.
    Cette agence est maintenant moteur après avoir si longtemps été un frein. Elle pousse au
    développement et fait miroiter des financements possibles. Afin de justifier si besoin était ce
    changement d’attitude la première présentation invitée a été celle du Japon qui a montré les
    résultats du NEDO et ceux de Clean Planet. Cette dernière compagnie a d’ailleurs confirmé
    les essais des prototypes de 1kW et son ambition pour l’avenir. Toutefois ces prototypes sont
    en « cours d’essai ». Clean Planet ne prétend pas pour le moment avoir des installations
    complétement opérationnelles.
    Carl Page de Anthropocene Institute a annoncé que le congrès ICCF24 se tiendra du 25 au 28
    juillet 2022 au Computer History Museum à Mountain View (California).
    Carl Page dit réfléchir à un prix qui serait attribué lors de la conférence. On a entendu des
    chiffres en millions de dollars, l’ambiance était à l’optimisme. On verra bien.

    Le site de Cadarache en construction peut difficilement être visité. Cela n’était tout

  • The following NASA LENR workshop is posted on the GEC website. Their market market entry claims are bold or outlandish depending on your insight.


    Should this be posted on one of the many Global Energy Corporation threads, the NASA Lattice Confinement Fusion thread or the LEC thread?


    I think they are best seen as one big well funded group and that the Indian Head Division LENR researchers/engineers are an important part of any applied engineering developments for military uses.


    I also think that the ARPA-E LENR workshop attendees and followers would benefit in reviewing the GEC website and all that is provided in the NASA workshop.

    Executive Summary

    Since 2014, the Advanced Energy

    Conversion (AEC) Project has examined

    novel nuclear reactions in materials that

    absorb large quantities of deuterium fuel

    tightly held in a lattice. These experiments culminated in a bremsstrahlung irradiation campaign that repeatedly induced nuclear reactions in deuterated metals. According to the theory developed during the project, the metal lattice’s negative electrons screened positively charged deuterons to overcome the electrostatic barrier to achieve nuclear fusion initiated by photoneutrons. This discovery opens a new path for initiating fusion reactions for the scientific community and possibly deep space power for NASA. The prestigious journal, Physical Review C (PRC), published the experimental observations and the underpinning theory in their April 2020 issue. A followup virtual Workshop was held on May 21, 2020 using the Webex platform to

    present the journal papers and have a NASA panel of experts evaluate the research and its application.

    Subsequently, NASA Technical Papers derived from the journal papers and Workshop material appearing on the NASA GRC LCF website garnered 244 visits in the first week of going ‘live’. One of the staff writers at IEEE Spectrum took an interest in our work after visiting that website, contacted the NASA GRC News Chief, interviewed 2 of the AEC team members, and ran an article viewed by 45,000 predominately engineers and scientists over its first five days online and within a month had been viewed 50,000 times.

    Consequently, the IEEE requested a full article for their monthly magazine. The American Nuclear Society also picked up the IEEE Spectrum article and published their own piece. The Asia Times published an article after reviewing the PRC journal papers. In addition, Popular Mechanics published an article as a result of visiting the LCF website and shared the LCF animation from the website. The US Army requested and received a briefing on September 14, 2020 that included civilians from the Naval Surface Warfare Center, Indian Head.

    The Workshop objectives were to disseminate and discuss the findings published in the PRC journal which were both successfully met and are detailed below. This report summarizes the Workshop presentations and includes the Panelists’ and Attendee Feedback, Question and Answer Sessions, the table of contents of and links to the NASA Theory and Experimental Technical Reports, and the Panelists’ biographies.

    The presenters were: Dr. Bruce Steinetz, (NASA GRC), Dr. Theresa Benyo (NASA GRC), Dr. Arnon Chait (NASA GRC), Mr. Len Dudzinski (NASA HQ), Mr. Lawrence Forsley (GEC and NASA GRC), and Dr. Vlad Pines (Pines Consulting and NASA GRC).

    The NASA Panel members were: Dr. Matthew Forsbacka (NASA HQ), Dr. Ron Litchford (NASA HQ), Dr. Mike Houts (NASA MSFC) and Mr. John Scott (NASA JSC). Each of the Panel members came from different NASA Centers. They had also participated in previous NASA HQ requested reviews of the AEC Project. Furthermore, each brought different, and independent, expertise to bear on both the Physical

    Review C papers and the Workshop.

    Some of the notable attendees included: Dr. Marla Perez-Davis (GRC Center Director); Dr. John Grunsfeld (former Associate Administrator for the Science Mission Directorate); Dr. Arden Bement (former NIST and NSF director) and Dr. Michael Salamon (former NASA Program Scientist). Several participants provided feedback regarding possible follow-on LCF research.

    Colleagues in France will then work with optimized nanoparticles, pumping hydrogen into them and trying to create a reaction that releases energy, especially thermal energy.


    For the last six months, we have been intensively preparing various types of nanoparticles. We try different chemical and physical approaches and optimize everything. We have already sent several batches to France and are waiting for the first results.
