Markings D and E seem to indicate that "light source" causes a minor boost to output power.
Axil, Ecco, Eric Walker et al, please do speculate about that "light source", what does it mean?
Light from an infrared laser. Surface Plasmon Polaritons using a hydrogen dielectric is pumped with infrared light.
If you want to cause of vortex to form in your teacup, you must continually stir it with a spoon. The spoon adds energy into the system to counteract fiction. In a photonic system, light must pump the dipoles to counter dispersion. This dispersion is energy loss in a photonic system. Rossi adds heat to his system using a heater coil. This coil pumps the SPPs to keep them from decay. SPPs are Vortexes just like the spinning of the tea in your teacup, but they are Vortexes of light.

I'm just an interested observer. I don't have any particular expertise in interpreting reports like this.Some thoughts:
- Fig. 63 suggests a scatter of +- 11 W, which is a big uncertainty. Compare this to a set of SRI experiments done sometime back in which the scatter was +- 50 mW. The scatter must be compared to the power in and out, which is very different in the two cases, so I don't think too much can be read into this.
- In Fig xx (sic), I see no obvious response in the two curves to the various differences in applied light sources and so on. I don't understand the steep drop at point C.
- This document appears to leave out some crucial details for understanding what's going on in the experiment. Presumably earlier documents in the series would fill in some of the details. Hopefully Soininen will put in the effort of synthesizing the set of data in a final writeup.

Yes indeed. But the question is, was excitation used during the test runs. They do not mention whether variable magnetic field excitation was used at all. Excitation system is described in report part 2. Hopefully coming reports shall answer this question.

They also seem to work in a very low temperature range (~400°C), compared to Rossi and others (> 1000°C).
Maybe this is the reason for the small excess? -

Etiam Ltd's extraordinary general meeting has decided to arrange a new share issue. Upcoming announcement of the new share issue will be published on Etiam's website in the near future.
"We wish to welcome everyone to join in with our new share issue. Etiam has managed to make the LENR work with relatively low budget so far. By the help of the new share issue we wish to push forward our persistent work for LENR" states Dr. Elers, Chairman of the Board of Directors.
Timing is good, because there is a need for a non Rossi solution in the portfolio, whether E-cat exist but is defended as a monopoly, or whether it does not exist.

However, as I went to find information about it on the Etiam website, I found this. It looks like Etiam Ltd was terminated and their IP was sold:

That's the US patent application, which appears to have been abandoned due to failure to respond to a non-final rejection made on 2016-11-02. I did link the granted European patent in the preceding comment, also from Google Patents, which shows the patent text clearly and immediately.
