According to my reading of the law, all the criteria are met: "Records" aren't mentioned, only "Information", and patients are protected until 50 years after their death; and anyone can even make a claim on their behalf:
"Any individual may bring an action against any person or entity that has negligently released confidential information or records, for either or both nominal damages of $1,000 and the amount of actual damages, if any, sustained by the patient."
Also,
"Although the CMIA appears at first glance only to govern the disclosure by health care providers of individually identifiable medical information, that impression is a bit deceiving. Under Section 56.13, the Act also regulates disclosure by recipients of individually identifiable medical information."

HIPAA’s Data Breach Notification Rule (45 C.F.R. Part 164, Subpart C) and/or California’s electronic data breach notification rules (Cal. Civ. Code §§ 1798.29, 1798.82) actually compel you to report yourself!

One day almost a year ago when I tried to visit LENR Forum. like a flash from a clear sky, I was banned. Nobody seems to know how this came about. Maybe I was hacked by the Russians because I was telling too many inconvenient truths. They seem to have a propensity for alternative facts.
Not only did the Russians ban me, they also blocked my access to LENR Forum, perhaps by feeding some kind of poisonous cookie to my computer. The blockade was easily circumvented by preventing LENR Forum to access my computer and from time to time I checked in to see that I did not miss anything interesting.
But the other day, after close to a full year, Alan sent me a kind mail telling me that I was welcome back and here I am, hello!

FWIW, Abd's comment on this related not to anyone suing you (ridiculous) but to professional disciplinary action for which no doubt the rules are different. However, I have no idea what is your profession, nor any of the details here, so what he suggested remains for me highly speculative.
