Mark LeClair patented this configuration of water and named it "water crystal". Search here on this name "water crystal" to locate more information on this site. LeClair has researched the nature of this metastable metalized water in his cavitation experiments.
It is my judgement that Randle Mills forms this state of water to activate his reaction in the SunCell.

At the time I looked at his (M. LeClair's) work several years ago, I did not think LeClair's arguments and proof were convincing. (This was around the time he had the negotiations in his lab regarding on-site government review of his cavitation experiments).
Regarding his health issues, I did not see any independent testing or evidence that confirmed his claims of radiation poisoning. I did not see any evidence of any credible retesting, other than by an 'unnamed someone' who tried to replicate and who said he had to stop it “because of health reasons”. He also said that continuing was 'unsafe'.
Government research into cavitation related to how propellers work is a national security issue, and has been explored by many qualified engineers for decades. So any and all transmutation issues should be pretty well known by this point- even if the data is not published due to " unknown reasons".
That said, the results from ORNL are interesting, and may require another look. -

"To explain their results, the researchers conducted
first-principles calculations and found that a water molecule can occupy
six symmetrical orientations in a beryl channel, in agreement with the
known crystal structure. A single orientation has the oxygen atom
roughly in the center of the channel, with the two hydrogens pointing to
the same side (like a “<” symbol) toward one of the channel’s six
hexagonal faces. Other orientations point to other faces, but are
separated from each other by energy barriers of around 50 meV. However,
these barriers don't stop the hydrogens from tunneling among the six
orientations and thereby splitting the ground-state energy into multiple
levels. The energy differences among these levels were consistent with
the seven peaks observed in the neutron scattering data, the researchers
found."
