In fact it has been refuted in the general form. Thanks to spooky actions at a distance (something Mills does not understand...). Indeed classically a particle has two states (forms to store energy) - spin and momentum. The coupling of these two quantities is extremely weak. Thus you can measure spin and energy at the same time what is needed for quantum computers.

Whether it is understood is less of a concern than if the experiments work in the parameters given. Especially performed by those with no stake in the outcome. Of course besides the fact we would all benifit from positive results of a new denser energy source, regardless of which theory describes it more accurately.

The paper itself is inconclusive, but a couple of the referenced works state interesting pathways, nothing that is impossible. A couple, not all of them to be clear. We can laugh at anyone who shows different approaches or we can test it mathematically and experimentally. Only one of those options will actually prove it right or wrong.

I'd agree that Rossi's earlier disastrous attempt to sell technological innovation was petrochemical, but not that he has true expertise in that area.
My understanding: Rossi is clever, and has enough general science to sound good to non-specialists, is good at wide-ranging scientific and philosophical conversations (of the sort that the cleverest teenage Cambidge undergraduates used to have and think themselves oh so clever). Such broad grasp of ideas, and articulacy, is fun, and can seem very convincing.
Alas it is not the same as the detailed expertise needed to make things work for real.
i would not mind, except Rossi adds to this quite usual bullshitting style of behaviour a whole load of lies. That is not so easily forgiven.

First of all my surety that what we call LENR is predominantly nuclear is weak. All evidence points to allowing picoscale interactions, electro-magneto-chemical phenomina.

Quite a few researchers have reported radiation from LENR systems, Russ George, Wyttenbach and myself included. Add to that Holmlid and many others- just search Lenr-Canr for the term and you will see, This does suggest that systems are nuclear in origin.
