So another one takes his secret to the grave. Lot of good it does Norris there. There is a lesson there for the others to consider, but they never learn it seems. They get the lust for the riches that never come, and go down the same dead end path leading to the cemetery.
That BTW, was a very boring interview. BG trying multiple times to get Norris to commit to some arrangement, but he always dances away. BG asked for some ash, and he claims the last 3 times he gave some out to be analyzed, he never saw, or heard from them again. I think even BG had a hard time swallowing that one. After listening to the interview, and reading his website, I would not trust this guy further than I could throw him.
The Advanced Energy Conversion (AEC) project at NASA Glenn Research Center investigates advanced materials concepts for heat production in various materials <redacted>. The AEC project is seeking theoretical and computational support for the project. This procurement aims at conducting performance-based tasks to assist NASA.Period of Performance:Base Period: July 10, 2017 - July 9, 2018Option Period 1: July 10, 2018 - July 9, 2019Option Period 2: July 10, 2019 - July 9, 2020JOFOC: This document is a justification for other than full and open competition prepared by the NASA Glenn Research Center.
The nature and/or description of the action being approved: This justification provides the rationale for contracting by other than full and open competition for the acquisition of services to conduct theoretical development of advanced theoretical physics models to assist the Advanced Energy Conversion (AEC) project. These services are research and development (R&D) in nature, and are sought from a vendor who provided similar work for the Government under a prior procurement. That work resulted in a highly sensitive and proprietary intellectual property that has been a subject of multiple patent applications filed and jointly owned by the Government.
Description of the supplies or services required, include an estimated value: I recommend that GRC negotiate only with PineSci Consulting for development of highly advanced theoretical models <redacted>. The services required are used by the AEC researchers in design of advanced energy conversion processes and devices, and assist in collaborations with other Government agencies, including the Department of Defense. The services sought are for a base period of one year, with two option years. The total value of this procurement is $480,000.00.
Statutory authority permitting other than full and open competition: 10 U.S.C. 230(c), only one responsible source and no other services will satisfy Agency requirements. FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: The contractor has previously provided similar services to the AEC project under a separate procurement to end on 07/09/2017. The contractor is a theoretical and computational physicist with over 40 years of experience in theoretical work of direct relevance to the AEC project <redacted>. The contractor has successfully developed breakthrough theoretical understanding of key processes involved which are presently guiding the development of experimental work in the AEC project. These models and understanding have been incorporated into multiple patent applications jointly submitted and owned by the Government. The contractor is the lead inventor of these patent applications and is leader in translating these inventions into a viable technology in support of the AEC project.
Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable: This procurement was posted for 15 days on FedBizOps. Title of Procurement: Theoretical Support for Advanced Energy Conversion Project Description of the market survey conducted, and the results, or a statement of the reasons a market survey was not conducted: The most appropriate and informational market survey was provided by the results obtained from a posting of the procurement in the public domain (see FAR Part 10). The synopsis received no responses.
Other facts supporting the use of other than full and open competition: The initial feasibility period of the AEC project has resulted in a new fundamental understanding made by the Contractor of processes critical to NASA's mission and national security and welfare. The project is now entering a critical accelerated validation and development period, and the continuing support by the Contractor on all theoretical matters related to successfully guiding experiments and device construction is paramount for successful accomplishment of the program objectives as stated by NASA HQ and other Government agencies.

The actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None. NASA/GRC plans to issue a Request for Proposal (RFP) for a study of advanced materials concepts for heat production in various materials, such as metal hydrides when stimulated using various input parameters. In this project experimental hardware will bedesigned, assembled, fabricated, and tested to determine the source and amount of heatproduction. There is a need for theoretical and computational support for the project. This requirement will have a one (1) year base period with a potential one (1) yearoption period.The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. The NAICS Code and Size Standard are 541712 and 500 employees, respectively.

These models and understanding have been incorporated into a patent application presently under development by GRC patent attorneys, to be submitted to the USPTO by September of 2014, with multiple continuation patents submitted thereafter to cover additional intellectual property. As the lead inventor, the contractor is the only qualified and authorized vendor to work on development of the invention and submission to the USPTO.

Wow! It would be an understatement to say that NASA values this Dr. Pine. Those are some strong words. Maybe they should put a security detail around him? And I am only half joking when I say that.
Q: Regarding this solicitation, we were not clear when it says to develop theory for experiments, what experiments it refers to. Is there any detailed description of the specs for the experiments?
A: The focus of the procurement is not on the experiments but on development of a theory which may include quantum mechanical calculations, theory development, and custom code development as described in the SOW. Based on the theoretical developments within this contract, experiments may be postulated to investigate/validate certain elements of the theory. However, the experiments themselves are not the main focus of the procurement, and moreover, are not yet fully defined and/or may involve sensitive information. The general topic is described in the procurement as energetic materials development, in particular, using metal hydride systems, and the description of the technical tasks to be performed include the methods and tools requested by the Government.
Technical Tasks:
The contractor shall perform the following tasks:
Base Period:
1. Develop theoretical models using quantum mechanics and plasma kinetic equations to assist in understanding and guidance of experimental observations.
a. Specific models for solid materials/embedded gas plasma interaction utilizing Vlasov equations and related fully kinetic analysis techniques.
2. Develop computational models of theories derived in above task. Models shall be developed in Mathematica and COMSOL, as well as custom quantum codes as necessary to directly achieve quantitative estimates of specific experimental apparatus.
3. Provide guidance on experiments to verify model parameters.
Option Period:
1. Apply models to assist NASA in the optimization of system thermal output.
