What Ahlfors is "saying" I think, is that it appears NASA is setting up to do a real life application of their LENR based transmutation technology at the Veterans Hospital in Omaha Nebraska. According to the patent app, one of the embodiments of their invention is medical radio isotope production from spent nuclear fuel. In this case they mean to produce Mo, that decays to Tc, which has many important uses in medicine. Kills two birds with one stone, as you make a useful product, while at the same time neutralizing the nuclear fuel.
This sounds like the old GEC Genie hybrid fission reactor all over again, as another embodiment of the NASA invention is heat production. The same technology that JWK/GEC sold to Guam in 2012, that the Guam governor was in part impeached for. Not surprising this all ties in, as the players from SPAWAR/JWK/GEC back then, are now working with NASA now on this important project.
I am surprised this does not go under the black operations parameters and blacked out for national security reasons, but in the same sense very pleased they are putting it all out there in the open for all to see.

Guam has been "eyeing" "hybrid fusion" since at least 2012 and it has gotten about as far as Rossi has except that, far as I can tell, nobody gave it $11M. Yet.

Uhhun. Around here, the meaning of "it appears" is about the same as the meaning of "it doesn't appear" or "it is exceedingly improbable and unlikely if not impossible." That's the "LENR world" for you.

Abstract:Highly localized nuclear activation in electrochemical systems and other electrical discharge processes have been observed by many laboratories in world. There is an attempt to explain such anomalous phenomena by using torsion field theory and axion model in this report.
Anisotopic behaviours of radiation products, burst charster, “Heat after death” of excess energy release in electrical discharge systems are considered to be interpreted by the torsion coherence of vortex dynamics with the zero-point energy induced by localized intense field emission of micro-protrusion of the cathode, and the dynamic Casimir effect of transient evolution of triple region of gas, liquid solution, and electrode protrusion. Axion model and Primakoff effect are proposed as an explanation of nuclear transmutation without noticeable gamma radiation. Nuclear products with high concentrationsn, unidentified tracks with highly collimated lines of low energy nuclear reactions in the electrochemical systems were recorded by CR-39 solid detectors and photo-films, and localized spots with chemical alterations were observed at our laboratory.
It is suggested to carry out intensive study of vortex dynamic for explaining the anomalous in wide area of nature and laboratories. Analysis of vortex dynamics with wide range from pitting corrosion of electrochemical system, laboratory plasma, tornado, to quasar spiral model with extremely high energy cosmic rays in the center region, leads to a conclusion for that vortex dynamics creates torsion fields responding to the anomalous effects.
