An attempt is made to explain the recently reported occurrence of ultradense deuterium as an isothermal transition of Rydberg matter into a high density phase by quantum mechanical exchange forces. There has never been a link between these former CEA researchers and Dewey. Concerning Rossi, the only person who tried to make allegiance, in France, was Jacques Ruer.
Buxerolle died 3 years ago, he had written, with J Kurdjean an excellent work mentioned by Rossi in particular.
About the Lenr field the only French specialty remains communication by vacuum, but it wasn't their case, they were discreet and very competent.

Thanks Ahlfors for finding that - so I wonder why it never worked? Maybe the answer is H*/D* only ever forms into microscopic quantities on the surface of K-doped metal oxide catalysts, or at least ways of generating sufficient quantities to enable larger scale fusion reactions are yet to be discovered? Maybe why Norront Fusion are screening for better catalysts.

I have been thinking that maybe a reactor size limit is advantageous. Mass produced modules that can go more locations and don't require turbines or complicated containment, moving parts to produce power is a more decentralised model. Yes to your second sentence, I'm starting to think the electron/proton condensate isn't as metastable as we would wish and forms in small quantities, but still big/stable enough for our purposes. Not saying Rossi is definitely talking truth but didn't he also say there is a size limit also you only need a quite miniscule amount of UDH to get quite a bit of electricity or thermal flux. Large reactors only benefit centralization, are necessary for hot fusion and maybe even economical catalysed fusion based on steam turbines. If the maximum economical direct output for an individual Holmid/SKL style set up is between 200 kWe - 2 MWe scaling all the way down to liter sized LIthium ion battery level outputs, would that really be such a problem to build a microgrid system off of that? Considering they could be swapped/charged like batteries every couple months or years. Of course hypothetically speaking.

Realised electron clusters in a capacitor posed by Shoulders would make the perfect batteries, storing pure electrons. Throw in some Deuterium/Hydrogen nuclei (affectively a UDH construct) that can be stimulated to unwind using a low power pulsed laser (or specialised pulsed control signals) into high energy electrons. You then have a self charging vacuum capacitor...

Deuterium Energetics
Seems to follow an all too common pattern in LENR. Initial solid promising results (with an anecdotal account or two of astounding energy output) , followed by a partial verification with an independent lab (in this case LLNL), and then...nothing. Sometimes they just quietly disappear, while others end as in this case with an abandoned patent app.
That is not to say Deuterium Energetics, and Seldon Technologies (since absorbed by Carbon Block Inc.) have abandoned the effort, but this long after the first success (2005) with nothing to show, I am guessing they are out of the game.
Probably due the same reasons as mentioned here about all the others who suffered the same fate: money issues, old age, ill health, partnership disputes, etc.

Duh...you are preaching to the choir. Thanks anyway. It never hurts to be reminded there are charlatans out there up to no-good. That stuff gives LENR a bad name, so it is in our own best interest to be on the look-out.
Keep your eyes open, and If you run across any here, make sure you report it. That goes for any member.
