This IH plan is not a fruitful business model, in fact it is not a business model at all, it is more of a 'whistle and hope' *scheme.

I don't know about that. IH invests in those they feel have made the best inroads. Dewey attends all the LENR events, hanging around the buffet table, and free wine bar, looking for the most promising leads. That sounds like a business plan to me. Yes, sure there is a little hope in there, but what business, especially an upstart, or in particular one LENR related, does not?
As far as I know they do not do their own R/D, which is probably for the best. Jed says there is a 1 year spool up time, and even then a newcomer may not be successful.
