Nope. I am not a theorist. I cannot reconcile anything. More to the point, the lack of "commensurate" radiation is an observation. It is a fact. Not a prediction from theory. The cause of it has not been established, as Alan Smith explained.
I put commensurate in quotes because we now know it isn't commensurate. It ain't there. The radiation is only commensurate with plasma fusion. As to why there are differences, I like Schwinger's explanation: because a metal lattice is not like the core of the sun.
