it is funded by "Recycling and Reuse Technology Transfer Center", a spinoff hosted in that university.
I have asked them some detail few weeks ago, but have no return.

Tom Wind, an Iowa Department of Natural Resources officer, will provide information on this relatively new technology. LENR allows controlled fusion of hydrogen into helium in small modular reactors that can fit on a tabletop. This results in thermal energy with no radiation dangers, radioactive byproducts or combustion of fossil fuels, at a much lower cost than traditional fossil fuels.
