Jacques Ruer - The Rossi Letter

Once is not customary, I'll talk a little about myself, more exactly about my
personal experience with Dr. Rossi.

On the 31st of January, Rossi organized a visible presentation on the internet of his system on
most recent: ECat-SK. I attended from home this event that was taking place
somewhere on the east coast of the United States. Before I tell you what I think about it, I will
to trace my past with Rossi.

I have been interested in cold fusion since 1989, but in a remote way. I am
just read from time to time information gleaned on the subject. When Jean-
Paul Biberian organized a conference in Marseille in 2004 I planned to attend,
but I could not, taken by my professional activities.

At a meeting in Brussels in 2011 for a European project an English colleague
asks if I am aware of what Dr. Rossi is doing in the field of
cold fusion. This was the trigger for me to follow this subject so
more active than I did until then. So I have to indirectly Rossi my
current activity. I decided to attend the 10th IWAHLM conference in April
2012 near Siena where I had the opportunity to meet many actors from
field, including French: Jean-Paul Biberian, Mathieu Valat, Nicolas Armanet and
Pierre Clauzon.

Pierre told me about the 1MW demonstration organized by Rossi in Bologna to which he
had been invited. At the time, it seemed to me very interesting. Maybe too good for
be true. But given the stakes it was necessary to know more.
Rossi then organized a conference in Zurich in September 2012. I went there,
accompanied by Pierre. Rossi was seen entering the room followed by a bodyguard
wearing a bulletproof vest. Rossi's answers to the questions in the room were
each time translated into German, French and Italian, Switzerland obliges. The debate was going well
sure very slowly, and Rossi seemed pleased to play the clock as well. I can not deny
my presence because a Swedish TV channel filmed the event and I see
(as well as Pierre) during a second chatting with Rossi. Proof that
the Rossi era attracted people. At the high point we had the presentation of the report of
Fabio Penon who was already available on the internet at that time, with the autopsy of the
Hot Cat. It was obvious that the Hot-Cat was essentially an electrical resistance
with very little material in it. Rossi was talking about a material capable of
hydrogen by heating and reabsorb during cooling. He did not speak
then the term LiAlH 4, but scientists quickly put their finger on it.

For the new year 2014 I send my wishes to Rossi. He answers me by asking me if I
could send him an address in Switzerland where he could make new
experiences. I tell him we have everything we need in France and Italy, but he insists
let it be in the Helvetic Confederation. I tell him a relationship in Bellinzona,
and I will learn afterwards that the tests took place in Lugano.

Penon's report was already generating doubts, Lugano's tests confirmed

my fears. The way in which the heat emission was evaluated was frankly

illogical.

The light thrown by Rossi on the compound LiAlH 4 has led many

Experimenters to build experiments. Some tests apparently produced

promising results but it seems to me that the enthusiasm for LiAlH 4 is

now fallen.

Rossi obtains a US patent (US 9,115,913 B1) on 25/08/2015 for a request

as of 14/03/2012. This patent speaks of LiAlH 4. It describes the provision that allows

heat the active ingredient and extract the heat. From an engineering point of view this mode

construction shows in a clear and logical way how to control the power. I have

presented an analysis of this patent at the IWALHM 11 meeting in Toulouse in October

2015. I realize today that this paper was taken up by the "Journal of Nuclear

Physics "a publication favorable to Rossi. You can read it there.

Rossi invited me for the ECat-QX demonstration in Stockholm on 24/11/2017, but I

preferred to stay at home and follow the demo on the internet. The system seemed

completely different, with a plasma rather than heated powders. The power

was evaluated on the basis of plasma radiation. I confess I have not analyzed this

presentation in detail. During the demonstration I was immediately put back by

the announcement that the power consumed would not be measured directly under the

pretext that by showing the current signal the specialists could understand

secrets. There are, however, many methods to measure a

electricity consumption even if we want to hide details. I was furious.

I followed the affair with IH, preferring to wait to see if anything came out of

this adventure. I am sad to see that I did well.

Last rebound on January 31st with the Ecat-SK. I made the effort to pass

the afternoon in front of my computer. I was sorry to see Rossi diminished, bearing

wig and speaking as a person who has undergone a throat operation. He says

follow a speech therapy treatment. He seems sick. The presentation was poor

quality. The demonstration on the screen was handwritten on paper

with correction marks.

This time, we clearly see how Rossi diverts the facts.

I detail:

- The system works with electrically excited plasma

- The power measurement is based on a spectral analysis of the radiation

from the plasma, or more precisely, if I understood correctly, from the surface of the

cathode which measures 11mm high for a diameter of 3mm, ie a surface

about 1cm 2. The spectrum was shown on the screen continuously. See Figure 1.

- The spectrum shows peaks typical of those of a gas plasma. We see a peak

pointed towards 0.357m, in the near ultraviolet. I note that the spectrum is

curiously cut below 0.315m. Why ? Rossi must have his

reasons.

- Rossi applies the Wien displacement formula that links the wavelength of the

emission peak at absolute temperature in the case of a black body. For

0.357m we obtain 8111K.

- If we consider a black body (with an emissivity of 0.9) the radiated power

per 1cm 2 to 8111K according to Stefan-Boltzmann's formula is 21942W.

- The device consumes in all 19A under 20V, ie 380W. Rossi announces

COP of 57.

The trick comes from the fact that Rossi applies the black body formula to a system that has no

nothing of a black body. To convince you, I enclose figure 2 which compares the spectrum

black body with ECat-SK as I captured it on the screen. We

finds that the spectra have nothing to do and that the integrals under the curves

(corresponding to the powers emitted) are very different.

This abuse of the Stefan-Boltzmann formula is enough for me to

show that Rossi seeks to abuse the credulity of his listeners.

I will not dwell on his business model that also leaves observers

perplexed.

I have long wondered what to think of Dr. Andrea Rossi. I do not have

now unfortunately no more doubt.

It remains for me to wish him a speedy recovery of his health.

I'm also grateful to him for lighting the spotlight in the big

theater of cold fusion, which has led to my current vocation.

Here we are 3 months later, with no word from the supposed customer, and almost unanimous agreement the SK demo was a sham. That being the case, maybe it is time for the remaining Rossi supporters to resort to "tough love"? Obviously 8 years of sucking up to him (kissing azz), has not led to a product on the market, nor scientific proof his tech works as claimed,

Preferably he should be totally shunned at this point, however I understand -having been there, that may be asking too much for those still hanging on. Got to break the Rossi addiction one baby step at the time...not all in one big one. So I say take away the adoration he feeds off of for the time being. Ask the tough questions on JONP, or do not ask at all. Tell him your benefit of the doubt is long past gone, and time for him to put up, or shut up. That is the least he should do after having stood by him all these years.
