For what it's worth, Brilliant Light Power—who claim to be close to commercialization—employ brief low-voltage, high-current (several thousands A) arc discharges through suitable materials/catalysts, sometimes by essentially short-circuiting electrically conductive solid pellets rather than doing the same in the gas/liquid phase as shown in several the latest videos from the company.
