Thanks, an interesting topic with some relevance for LENR. This is something that is often discussed around the production of the so called HHO. Also has links to the ideas of Schauberger and his denomination of “live” and “dead” water.
This is an “old” open access divulgatory article of dr. Pollack ideas but seems to have the gist of it for people that might feel curious.
It is indeed an excellent book, so good that somebody purloined my copy.
