It is planned to take a foreign scientist – V. Bychkov, Doctor of Ph.D., author of well-known monographs on ball lightning and physics of electrical processes, author of reviews on physics of low-temperature plasma and atmosphere. A well-known scientist, he has extensive experience in independently planning and conducting theoretical work in the field of plasma, plasma aerodynamics, plasma chemical modeling and research of heterogeneous reactions; as well as analyzing the data obtained in experiments. He is one of the leaders of several conferences on Atmospheric Physics, ionosphere and safety, as well as on cold transmutation of nuclei of chemical elements and ball lightning. Chairman of the Russian Committee on Ball Lightning. He is a full member of the Russian Academy of Natural Sciences in the field of "Metrology of high-energy processes".
