LENR is getting more and more acceptable among more or less mainstream media over the world, and this include Russia. Here a positive article on LENR, citing Lugano E-cat test, Elforsk support, but also scientific works since long, is found on ProAtom.ru.

This would deserve some more digging... each country and continent have a specific story of cold fusion...
(and sorry, I mean really sorry for my lesser (fr)english)

It seems no so different elsewhere...
In US DoE enforce that policy and only independent research can happen (SRI&around, Cherokee, Blacklight).
In france politically correct have forbidde all fundin, and only Biberian was allowed to work after research was "rationalized".
It seems India get further was was finally touched by "politically correct".

China/Japan are exceptions...

Italy is really an outlier.
ENEA/INFN have serious programs but they are assaulted regularly by politically correct herds. They resist well, maybe some lack of rationalization .

• The summary of Russian research in LENR shows that in some areas of the CMNS research the Russian contribution had a crucial value. • The main problem of Russian LENR studies is a total lack of funding resulting in fragmentation of the research conducted. Low circulation of the results in international community. The concentration of Russian efforts and international cooperation are highly desirable.
• This will allow to perform complete CMNS experiments with simultaneous detection of excess heat, atomic 4He, 3T, charged particles (DD-products +energetic alphas), neutron emission and so on.

Glow discharge is strangely ignored, because it seems quire reliable process...

what this report state is probably true for all LENR research, and for each sub community, except maybe US which is the most diffused in LENR community... Italian research, Indian research, like Russian research have much more results than what we hear of.
