It was @David Nygren's idea. He thought that "nuclear" seems to have a bad reputation and lots of prejudices (nuclear = radioactive radiation = danger, causes cancer etc...) and would scare people away.
And because there seems to be strong indications that nanoscale structures at/in the fuel are very important for LENRs, it seemed to make sense to call it "nanoscale".
But we can change it, if there are good arguments 
So there seems to be the possiblity that [lexicon]IH[/lexicon] tried to pull Rossi over the barrel by letting him work for [lexicon]IH[/lexicon] and issue the patent applications under the name of [lexicon]IH[/lexicon]? So when the patent is accepted, it's [lexicon]IH[/lexicon]'s IP, not Rossi's... 
So according to Rossi, [lexicon]IH[/lexicon], or at least it's CEO, would know the fuel composition, plus how to prepare it.
If they know how to build an ecat from scratch, there should be no doubt that they know whether it works. And this since 2013!
They could have built their own reactors and let them furtively undergo independent measurement tests (due diligence) without Rossi's knownledge.
Assuming that [lexicon]Industrial Heat[/lexicon] did such a test without Rossi's knowledge, just to be safe...and today we know they are still in good relations with Rossi...this supports only one conclusion: It works.

Some INFO About SKINR radiation detection capability:
1. We have two Amptek high spectral resolution low energy x-ray
detectors which have a nominal range of 1 – 100 KeV but which are most
sensitive below 30 KeV. Both of these detectors we have used to monitor
various LENR experiments for the last 2 to 3 years.
A) An XR-100CR Si-PIN diode detector which we are using with a PC board based MCA and Maestro software.
B) An Amptek X-123 detector which also uses a Si-PIN an all-in-one which has a built in MCA
2. We have a Canberra radiation monitoring system which includes
both an NP100H Neutron Detector and a MD455E Beta-Gamma Scintillation
detector. This radiation monitoring system has been “ON” for about the
last year and we have witnessed a couple high level “events” which had
no apparent correlation to the nearest experiment. (Unfortunately this
system is not currently configured to log data so we must be near enough
to hear the alarm and then see the display to get any info on an
“event”.
A) The MD455E uses dual plastic and Bismuth
Germanate (BGO) scintillators which are coupled to a single PM tube with
a Canberra PA300E preamplifier / pulse shape discriminator that is
used to distinguish beta from gamma pulses. (It does not currently have
an MCA to allow energy discrimination.) We have not tested or calibrated
the response ourselves but the manual specifications show provide Beta
sensitivity from 50 Kev to 1 Mev and Gamma sensitivity from 70 KeV to 3
MeV.
B) The NP100H Neutron Detector uses a 3He proportional
counter encased in a cylinder of high density polyethylene to simulate
human body response to neutrons from 0.025 eV to 15 MeV . We have not
tested this detector in the last five years with an actual neutron
source but we do have local sources available at the University.
Usually these sorts of detectors are quite reliable with only slight
degradation over time due to Helium loss/contamination.

Another way to deflect and capture escaping muons is to place the experiment between charged plates. Perhaps you could even measure an electric current as they are captured.
Could this current be the source of Rossi's electricity generation? 
On MFMP Facebook Page another Celani wire experiment by @me356 was announced:

The cell is extremely simple, with 30ft of Nickel
wire coiled and placed into a ceramic tube and held at either end by
Swagelok fittings. There is a Swagelok isolation fitting - allowing power to be simply connected to either end of the alumina without making the rest of the apparatus live.
In 3 separate runs, after about 30mins, and at 600ºC, he observed
excess heat as determined from the MFMPs Optris PI160 / PCE-830 power
monitor against calibration for up to 10 hours after which the
experiment was shut down.
Using the MFMPs GMC-300 Geiger counter
(which is now known to be only slightly better than the useless
GMC-320+) he observed counts rising from 20-40/minute to 60
sporadically.
Before making a more formal release, he is getting a
much better SI8-B pancake geiger counter and maybe even a scintillator
off Mathieu Valat to go with the Gamma Spectacular that he has on order
in order to characterise the emissions.
