Japan is moving further to the right politically, under the slogan 'Strong Japan'. Externally they feel threatened by N.Korea and China. The military are getting bigger budgets. I think those are the key factors.
That may be the obvious reason indeed.
But to introduce some (science) fiction: We know that the NEDO program at several Japanese universities has made relevant progress in producing excess energy in their LENR program. So far they stated that they do not know the real cause and physics of these results.
But suppose in the past year they made huge progress in understanding the real mechanism (and physics).
Keeping these understandings secret could be an important (national) strategy.

The NFE equipment formed a setup similar to that of the university of Reykjavik, Iceland and will probably be returned to the university of Gothenburg or their spin-off company (GU Ventures AB) which was a major shareholder of NFE.
It would make sense that research is continued at the university of Gothenburg and keep a cooperation with the university of Reykjavik (Sveinn Olafsson). Budget for 2022 may depend on the 2021 findings of Sveinn.

The paper shows that Jürg and Russ now have a very powerful tool set in their hands.
Having fine tuned the output of a NaI(Tl) based GRS equipment gives them a powerful tool to calibrate the SO(4) theory and optimize real implementations. This will give them the tools to optimise experiments like no one other.

Provisional application No.62/937,716, filed on Nov. 19,2019, preceding US20210151206A1 provides interesting insights how this patent application became what it is now.
As often is the case with provisionals it is basically a collection of snapshots of various information sources.
It shows e.g. that they have implemented real test setups and did related experiments.
It also shows that quite a number of other people were involved in making the plans, their conversations and ideas.
Regarding the Google et. al. patent, look at the last event in the file a few months before the publication date:
So if granted, the rights would now belong to the US government. Could be good, could be bad, but any comments should probably avoid political content, which is discouraged here.
Hard to understand why that happened.
There could be several reasons:
- US Government wants to safeguard innovative energy technologies and regulate license of it.
- They don't want companies like Google to control this kind of technologies (I am not sure US Government can enforce ownership of it though)
- They want to control/safeguard further development of this specific technology.
- They want to prohibit that foreign companies or countries get ownership of this technology.
In either case(s), this is a very remarkable event.
Might be good to monitor this kind of UA Gov. strategy regarding any new LENR related patent applications.
