And there, I say Robert Godes is not a scammer, as seven of twenty insinuates. He has engineered reactor cores that have been evaluated by top scientists in the field. He has issued two public reports on the findings. They engineered reactor cores to give the same results when swapped out of calorimeters.
The best way to get criticised in the LENR field is to get some interesting results.

I see (in the court docket clip above) the mention of the Japanese government LENR program. Which Jed claimed never existed. I'm going to take a little credit for backing the Energy minister into a corner at a reception and explaining to him (at length) why Japan really needed to be putting some serious money into LENR research, he pledged $20M on the spot - at the time I just thought he wanted to get me off his case, perhaps he did - but 6 months later they set up Clean Planet as a quasi-private company, that led to the Tohaku et al collaboration.

It is suggested here (I think) that theflow rate being changed is external to the quartz tube, not inside it.

In general Kantal (if produced by Kantal) is very reliable.
Maybe Alan S has some suggestions ?
Possible that the wire had been 'notched' a little during the winding process. Generally it is necessary to grip the end few feet of a wire very firmly while the last turns are laid down Excessive force or the wrong pair of grips (serrated jaws rather than smooth for example) can easily do this -and it can be overlooked. The damaged section experiences a higher current flow per unit of area (smaller cross section) and will run hotter than the undamaged sections and this can (and often does) cause premature failure.

But I don't see how any of that is holding researchers "hostage".
This excerpt from a recent UK 'Daily Telegraph' article might give you a flavour of what is going on. Not only are they holding teaching staff hostage, but they are spending the ransom money on themselves.
The economists Dr Adelina Gschwandtner, from Kent University, and Dr Richard McManus, from Canterbury University’s Christchurch business school, used complex economic models to test the vice-chancellors’ claims that their average pay rises of 41% in 10 years were due to improvements in the performance of their universities.
The pair say the ratio between vice chancellor and staff pay is increasing with those at some universities earning 12 times more than the average of academic staff and 35 times more than the average workers in the local area. While vice-chancellors pay rose by 41% in a decade, academic staff’s increased by just 3%.
However, the researchers found no evidence for a causal link between vice-chancellors’ pay rises and the performance of their universities, based on analysing six criteria including expanding student numbers, the popularity of their institution, their league table positions and research excellence.
“There is not a statistically significant link between a change in pay being associated with a change in performance,” they say.

You are supposing too much. The problem is that administrators use all the cash -ostensibly for research- for administrating, and there is little left for any actual research. So Unis eat like elephants and shit like mice.
