I'm wondering if there is a precessional vorticity factor in these plasmoid experiments that is hard to duplicate.
Could be everything imagine how many different combinations they could have for:
- current profile on two pairs of electrodes and the coil, parameters of the magnetic field
- parameters of the water flow
- chemical composition of water itself. You get water from the tap but who knows what was stored in the used tank before (every r&d facility in Russia usually has defence research programs)
I repeat that the effect was lost when they did biggest mistake of their lives. when the project started to get attention from higher up their boss ask them to improve the looks of the apparatus (loose wires etc). For that they disassembled existing and only working prototype and were never able to get new machine running in self-sustained mode.
One more important factor is the location of the lab itself. Magnitogorsk in build on and named after a geomagnetic anomaly caused by iron ore deposits. If you followed discussion about 'strange radiation' reproductions, you may noticed that in some cases they magnetize water used in the experiment.
