He developed it in around same time with emDrive. Material is a bit cluttered but this is in-line with the most researchers in the aether field ( aka Hutchinson)

Russia/Ukraine is known for a strong support for the ether theory. V. A. Atsukovsky ( allegedly one of the inventors of twisted pair cable ) is arguably a patriarch. English publications are scarce but his work ( few dozen books in Russian) includes complete GUT where he uses gaseous ether and existing thermodynamics to explain all physical phenomena.
