And even if you did need 7 days worth of storage you don't need enough wind turbines to recharge it in just one windy day. Looks like they just threw that in as an excuse to multiply the number of turbines needed by 7.

Independent test means a test made by specialists that do not depend from us, Certification in this case means to certify the data related to the efficiency. In other words: means certify that there are not other energy sources and that the energy necessary to make the Ecat operation is generated by the same Ecat.

Prototypes/demonstration units do not need "certification".
UL approval isn't mandatory although many US customers expect it.
FCC approval isn't usually needed for demonstrations, trade shows etc (subject to some conditions).

My wife and I have both been involved with EU funded projects. They prefer to fund colaborative project teams with members/companies from several different EU countries. Some say this is so reviewers get to travel a lot and stay in nice hotels but I couldn't possibly comment.

The ability for the E-Cat to provide its own clean stable power supply by means of SSM (Self Sustaining Mode) will potentially lead to more stability over the lifespan.
The E-Cat controls will likely consist of electronics that are required to provide a very stable tight tolerance specific signal to the E-Cat charge for initiating nuclear change.
Electronics generally require a clean power supply (and sometimes shielding), power supplies in an industrial environment can be prone to spikes, dropouts, harmonics and even outages, power supply anomalies (and electromagnetic interference) often originating from the start up, shut down and condition of nearby equipment and switchgear, this often leads to a requirement for power supply conditioning.
Power supply conditioning can be relatively expensive, and may not be something you would want to include with E-Cat installations, so the ability of the E-Cat to provide its own stable supply power by means of SSM is worthwhile pursuing.
What works in a laboratory may face additional challenges in an industrial environment.

What's needed is for him to allow proper independent scientific tests. He makes excuses that this would give away his secrets but I totally disagree. It always been possible for him to put "wrapper" around his reactor to hide his secrets and turn it into a black box with simple DC inputs and heat output. Just run it long enough to prove it can't be chemistry.

A pavillion sounds like an interesting project but all I can suggest is some solar PV on the roof. I've no experience of heat pumps big enough for a public building but perhaps that's an option.. GSHP with the loops under the tennis courts? Perhaps it could be insulated to Passive house standards, bit of solar gain and it might not need heating?
Perhaps look at renting out space in the cat park for an EV charger or two? Not sure if that feasible.

1.293 kg/m3 seems a pretty high density to use. Think you would need dry air, temperatures around 5-10C and pressures around 1040-1060mbar.

The red flag was when they rocketed up the valuation of IH...
For me it was his investment in IH and Rossi in the first place. I was concerned about a potential lack of due diligence and sold his equity fund soon after I heard about the link to Rossi. Unfortunately I didn't know that a friend of mine had quite a lot in his fund until too late.
