I have come to this story as a possible interpretation of the history of the Rossi affair.

In 2014, IH had bought and received delivery of the Plant. They were having difficultly finding any XE from the devices. Rossi arranged Lugano. He set up conditions where the Lugano professor errors were very possible -- and if Axil doesn't understand how the heat measured there was error, he's good at word salad but not at understanding -- and then, to top it off, he provided a salted ash sample. I've seen it claimed that Rossi did have dealings with a company that supplies nickel isotopes. At this point, Rossi had the IH license money to play with and he needed some buzz showing positive results. There is no question that this was possible, but that there was major transmutation with little actual heat is highly suspicious, at least.

Then this year, in May, Rossi provided another ash sample to Bo Hoistad. The analysis was the same as the Lugano sample, though this was supposedly after a year of operation, not just a month. Of course it was the same. It was the same material that Rossi had prepared back in 2014.

However, that ash belonged to Industrial Heat in 2015. Rossi basically stole it, if it was actually taken from the reactors. More likely, it wasn't. But Rossi did "refuel" on the last day of the alleged Doral test. In other words, he took all the fuel. Why?

Rossi always has some excuse. However, the decision to refuel was not his, it would have been IH's and it appears that they did not notice the blog posts where he talked about it. They didn't know about it until recently.

Rossi has been creating fraud for a long time. Did he ever have anything real? Maybe, but maybe not. When did it start?

There is so much evidence in the Amended Answer, and I'm seeing that many on Planet Rossi seem to be unable to understand it. So, suppose IH is lying, as to their interpretations. But what evidence have they shown? What is their interpretation? What I have seen from Planet Rossi is not even wrong.

They flat do not recognize what is being claimed, and don't repeat it accurately. Rather, they exaggerate it, typically, to make it seem preposterous. They ignore the extensive evidence of Rossi deceptions, weak excuses, etc.

"But James A. Bass" could be a real person!" "Johnson Matthey could really be the secret customer!"

They ignore that the argument for moving to Florida was for a sale of power, not any kind of test. That testing wasn't mentioned in the Rossi letter or in Term Sheet covering the Doral installation. This was a 2-year sale of power at $1,000 per month per megawatt. However, it is apparent that because, by February, 2016, it was apparent to Rossi that IH was not going to pay, and to IH that Penon's measurements were going to be used for a lawsuit, IH padlocked the reactor, because they expected a lawsuit by this time and wanted to preserve evidence, and they saw that things were being done to remove it, the instruments being removed by Penon, lines being cleaned, etc. The "customer" who was so eager, who so much needed power immediately, had no objection or complaint.

(By February, communications between Rossi and IH were through Rossi's attorney, Annesser, and Jones Day. So when Rossi announced at the beginning of March that there was no "divorce," he way being highly deceptive, and that seems to be a common theme when we go back over these old statements. Again and again, and over and over.)

This whole thing was a con, a scam, an excuse, and what is truly amazing is that Rossi seems to have thought that by including Cherokee in the lawsuit, they would cave and quickly settle. A bridge too far.
