Let us say that this device claim is there to promote some our skepticism. Good training, not to forget.I did not study this claim, and all i know is there are research work to use photosynthesis process to produce direct energy, but this is far from application AFAIK.
Since I did not check further, your own due diligence is required, else keep far away from that.

The Coulomb Barrier is an aspect of quantum mechanics. This view of reality is based on waves, but reality can also encompass other ways in which reality can interrelate. But their is a newly developing theory of reality that is based on noncommutative quantum mechanics. In this more deeply rooted theory of reality, the coulomb barrier does not always apply in all cases. LENR may be a part of this new way of looking at reality.
