Messing with forum structures is an admin task, mods don't have access. But why do you want a sub-forum? We could I suppose set one up for space-flight etc, like the Rossi sub-forum - but why do you think it would be helpful or even necessary? ETA- no objections though.

Emdrive is already an off-topic, popular because it shares similar controversy between replicated but challenged experimental results, rejection on theoretical basis, high expectations. I'm also guilty of that off-topic.
Warp drive is not yet supported by experimental facts, but probably Emdrive forum can be the best place, else off-topic... A subforum is meaningful when there is high traffic, to separate from the rest. If you can make a thread live, it will be nice.
@damn_right _man: I don't think that an own sub-forum for this (even more controversial than EmDrive) technology is already necessary.
But we could rename the "EmDrive" Forum to "Propellant-Less Thruster Technology" or something else. What do think about that?

I think however you name it. It should have 3rd party logins for accounts just like here on LF. That saves a lot of time creating accounts. I found it the other night when DNS was redirecting to it.
