Seems to me that the simple solution is that water at 104 C under slight pressure turns to steam easily and instantly at the site of a small leak, where the pressure drops to atmospheric.
Even the October 2011 demo, with the almost certainly flooded heat exchangers, could make a fine steam when an outlet valve in the Blue Plant outlet was opened.
