Shawyer, the inventor of the EM drive says that his engine if outfitted with a 300 kilowatt reactor can achieve 0.63 light speed but no higher.
What could it achieve if it had a ten megawatt power source?
Chemonuclear fusion might provide that much power in a compact reactor.

I have just quickly perused the paper -

"Relativistic Engine Based on a Permanent Magnet" - http://arxiv.org/pdf/1507.02897v1.pdf

If I properly understand it, the authors proposal may explain how some of the NASA
propellant-free propulsion experiments occur apparently (but, not really) in violation
of Newton's 3rd law.
