That says it is still research Ahlfors. NASA, in their recent filing activity, indicates they are well into the practical application process. This in comparison, appears a step backwords?

One of neutrons in deuterons is rather weakly bound with anomalously low binding energy in range of 1 MeV per nucleon only. Not only it gives a significant magnetic dipole to deuterium "halo" nuclei - but it also makes them susceptible for nuclear reactions involving the electron capture or neutron transfer or decay, like the (cold) fusion. So this is not so surprising at all - the question rather is, why the nickel fusion exhibits strong isotopic effect: the pure protium and deuterium react, but their mixtures not according to Piantelli. Note that isotopic effect is typical for superconductivity, where the particles move and collide along narrow one-dimensional paths - i.e. charge stripes. As Ed Storms has found, there is also strong synergy between superconductivity and cold fusion neutron formation.

Interesting parallels might be seen if the electron bombardment were at much lower energies as in the Lipinski work. One may ask, what exactly would be a mechanism underlying a low energy window? One should note that the highest UGC / Lipinski Qs (3000 to 7000) were seen when the targets were positively biased, and where the targets potentials were rapidly switched in potential, again with a positive bias (IIRC).

They proudly call it 'we are rigging slowly but riding fast'.
Everything they have now in science and weapons is mostly the result of last mobilization in 70s.

I have a feeling that those who survived there are way more independent than in the rest of the world. We might see something coming out of it. They are more prone to look outside of established physics for explanation.
