At least Hagelstein gets some additional funding. This is of absolute no use in a LENR reactor... Further any coil based EM stimulation has and did have the same effect and was patented more than 20 years ago. This only reveals the low brain IH approach.
Initially those are Russian works (Karabut) that are patented now by Americans.
I think it's just astroturfing. There are countless existing reactor designs, and quite honestly I see no point in patenting this particular one. especially if you have no intention or hope of selling them in quantity. It's not a exactly going to be as ubiquitous as a Wok is it? One consolation is that it's unlikely that anyone would want to challenge it on 'prior art' grounds, in fact it might be refused on the grounds of 'obviousness'. But that's just my opinion as a designer of quite a few reactors.
If it works out and is useful the patient being declined wouldn't be a bad thing either. But a good thing. Why? A working flexable outline for future prototypes done in both academic and amateur setting would be positive for the field. Reactors that are fuel flexible and dependant on hydrogen based energetic experiments could be even easier to work with.

And don't see how this is useless on a surface level, but the details I haven't read yet. Is this supposed to probe the x-ray level affects/properties of atoms/nuclei? I think it could be useful to cutting edge energy phenomina... depends on what underlying affects you approach as the source of power.
