I never heard about a laser like this. Is it a hoax?
No those are real. Intended for cleaning surfaces.
Who develops this? Where does one invest? How can I buy this?
Laser cleaning is a process that removes scale, oxides, dust and oil from materials. Using a short-pulse laser, the surface is cleaned to the bare metal quickly and with minimal heat affect. It can be an in-line or batch process performed directly prior to a process that requires a clean, bare metal surface. The fiber delivered TRUMPF TruMicro 7050 accomplishes this with a laser power of 750 watts and a pulse duration of 30 ns.
Thanks Alan. I did and will continue seeking.
Ousting malcontents from a terrain chez moi. Pas encore fini.
It looks like it's a heavy duty (750W average output) but otherwise ordinary pumped Yb:YAG infrared (1030nm) laser with a high frequency capability (5-100 KHz) and relatively low pulse power (max 80 mJ/30 ns pulse):

The magic appears to be done with a special scanning focusing optics:
If it's real, who got the bright idea of putting their hand under it?
And for can 's automatic welder app, it reminds of a James Bond film where the bad guy has Bond strapped to a table and the laser beam is approaching his crotch. Bond: "Do you expect me to talk?" Bad Guy: "No, Mr. Bond, I expect you to die." Technology now imitates fiction often.

I don't know, but if it made his skin young again...tell me where I can buy one?
