The source of that footage doesn't puzzle me - it's from an old BBC(?) TV documentary. And (though it is possible) I doubt that any permissions were sought or granted.

I don't think so. The most famous BBC documentary, and FWIK the only one, is the well known "Too close to the sun", produced in 1994. It was uploaded on Vimeo in February 2010 (1), so it was available on the internet when the "Truth Loader" video on the Ecat was assembled, but none of the IMRA-France images included in this latest video appear in the BBC documentary.
The "Archive Footage" in the "Truth Loader" video was shot with the same camera used to record the "1992 boil-off experiment" (2), in fact the time and date are overwritten at the same point of the screen. Therefore, it derives from a personal F&P video shot probably by SP (MF appeared in the image). So it seems to me much more plausible that the footage came from a private archive of one of the two electrochemists, or that it was provided by someone who had been in close relationship with them.

Rossi has never even answered the question of why his early ecat tests, as done with Lewan or replicated by Levi, always failed to include either proper calibration or blank runs.

They didn't need soap powder. Coincidentally, can has just posted (1) the transcription of 3 videos prepared in 2008 by Mondaini, who experimented the electrolytic approach to CF. In the third video, he said: "[04:21] La molecola OH io mi accorgo che ce ne è in soluzione in eccesso, in quanto toccandola con le mani questa acqua, questo liquido, dopo avere eseguito la reazione di fusione fredda elettrolitica per diverse ore, mi accorgo che le mani bagnate fanno sapone [soap]. Il sapone è un sintomo di presenza di ioni OH in eccesso in soluzione."
Therefore, as reported by Mondaini, electrolysis causes a buildup of OH ions in the solution, the same effect as a soap. This confirms, besides the evidences of their videos, that F&P cells were prone to produce a lot of foam and, hence, that the two CF pioneers misinterpreted the physical phenomenon they had seen in their "1992 boil-off experiment".
F&P were wrong, but they never admitted it. Rossi was inspired by F&P.

ABB is a great fit for a partner. They have a deep background in electrical and RF systems and control through RF. If ABB was the partner, they could have repurposed one of their many RF control systems to serve as a starting point for the SKL application.
