I think I should not make any changes to a paper without permission. I doubt the Lugano authors would want me to link to papers that call into question their results. What I can do instead is to add some keywords to Clarke and Valat et al., such as "Lugano" and "Levi." The keywords in the LENR-CANR.org database are mostly added by me. Many papers do not have them. When I add them, a person doing a library search who puts "Lugano" in the Search All field will find the critiques. It already finds Lagat et al. I will add "Lugano" to Levi et al. (https://www.lenr-canr.org/acrobat/LeviGobservatio.pdf).

IMO, Both Clarke and Higgins spent too much time on the emissivity relative to the function of the Optris IR camera optics system. It is irrelevant because the camera is already calibrated to produce a response proportional to a blackbody, so the Optris camera optics are already factored in.
Demonstrating mastery of the issue, I pre-calculated the output, both real and Lugano Style, for my device, before construction, based on an online radiant-convection calculator for cylinders and the true emissivity of the alumina used. I was within 8% of estimates, mostly due to the change in Kanthal resistance with several heating episodes, and that the device sustained higher temperatures than expected and so a greater Lugano Style "COP" was obtained than anticipated. The radiant-convection calculations using the true emissivity (and therefore the true temperature) matched the measured electrical input (minus controller losses) within a few percent usually.
The Optris IR camera used in Lugano has a peak temperature display value of 1524.7 C (or very similar). It will not read higher.
The IR Pyrometer I used had a peak temperature reading of about 2249 C (also from memory).
The extra 600 C plus a simplified cylinder design allowed a much higher overall average temperature. When falsifying the emissivity value to match the values used in Lugano, the displayed temperature was roughly doubled.

If an inventor wants to make a living in the over-unity energy arena, there is a well establish method of doing so. The method involves more exaggeration rather than fraud. R. Mills, Jo Papp, and A. Rossi are all examples of people who use exaggerated marketing claims to extract money from investors. But there exists an underlying substance to these claims that is worth understanding and evaluating in their own contexed.
The people who invest in these inventors are the ones who have standing in any legal actions against their exaggerated claims. As an example, there was a fellow who was a Papp engine replicator named John Rohner who was taken to court by his investors for making claims that the investors did not like. In contrast, His brother Bob Rohner is still in the Papp engine replication arena. He has been profiled in Cold Fusion Now:

The bottom line is that a full time worker in the over-unity arena avoids legal action against them based on what they claim to their investors. What yo'll think does not matter since you do not have standing legally.
