cold fusion is caused by femto-D2, which electron is a few femto meters from nucleus, d. electron shield coulomb repulsive force and so small D2 is a neutral particle which can fuse to the target element.
the transmutation with femto-D2 is contradictory to nucleus model and neutron model because increase of atomic number with femto-D2 fusion to the target element is 4, meaning that d has 2 positive charge meaning that d is constituted by 2 protons. thus it is impossible to have patent on cold fusion because current nucleus model is incorrect.

IH seem to have not managed to get very far, except for some hopeful patents maybe.
As far as government plots and elaborate schemes, in reality governments have great difficulty just functioning at a basic level and getting a group of countries to work together is like herding cats.
The UK government plans for a cleaner future are hardly coherent. We had one government that promoted diesel cars in 2001, that turned out to be a mistake we are now regretting.

Of course it is practicable. What they don't want to do is spend the money required. 50 years ago UK coal-derived gas was around 50% hydrogen, It worked just fine.

There is a limit of max 15% that has been added since a long time already. Normal steel pipes fail due to H embrittlement with higher H concentrations.

Is quite positive, is rather funny and clever how the author downplays the lack of theoretical support, and how the technology is presented as useful as the most relevant property. I hope this gets picked up by more sources.
